Since 7 April 2016, the Secretariat-General of the Government (SGG)/ – Department for Governmental Strategies, in partnership with the National University of Political Studies and Public Administration (SNSPA), has been implementing the project The State of the Nation – the development of an innovative instrument for grounding the development of public policies in Romania (SIPOCA 11).
The project is co-financed by the European Social Fund (ESF) through the Operational Programme Administrative Capacity (OPAC), priority axis 1: Effective functioning of the administration and the judiciary, specific objective 1.1: Developing and introducing joint systems and standards in public administration for optimizing decisional processes focused on citizens and the business environment, in agreement with the Strategy for Consolidating Public Administration 2014-2020 (SCAP). About the project
To describe the state of a nation means to use a multidisciplinary methodology to investigate the social reality and to integrate the resulting information into a coherent image, that can ground evaluations and decisions. The project The State of the Nation – the development of an innovative instrument for grounding the development of public policies in Romania aims to achieve this objective based on indicators that refer to demographic, economic, social, political and cultural realities.
First, the project answers the need of the Government and other bodies of public administration to have ready access to an image that synthesizes the state of the country’s economic and social life. This is the project’s first objective: to build a navigational system for governance, that will offer support for central and local administration bodies to ground their decisions.
Second, the project offers to social actors and the public at large a set of data about the state of the nation, organised and systematized in a coherent structure. The project team has used suggestive tables, maps, and interactive graphs to build a friendly database, easily accessible to potential users.
Periodically, the team will conduct surveys meant to evaluate how people perceive various measures and trends, and the state of affairs in various fields of our economic and social development. This is the second track of the project. Finally, there will be two portraits of Romania, mirroring each other: one, of the economic and social state of affairs, the other, of the populations’ perception of this situation.
The value added consists especially in the synthesis of data that are now scattered in various databases, statistics, etc. A synthesis needs to be grounded on a clear principle. In this case, the guiding principle is sustainable development. The data, correlations, graphs will be analysed and presented from the perspective of their influence and impact on development.
Therefore, the project essentially contributes to the modernization of administrative activity, to building a database for developing evidence-based policy making, to the consolidation of the strategic thinking of central and local administration, reflecting European values.
