Lelia Florina Oanță - Project manager, Director, Department for Governmental Strategies, the Secretariat-General of the Government
Lelia Oanţă is a high-ranking civil servant, Director of the Department for Governmental Strategies, with 20-year experience in central public administration. She has gathered significant experience in the field of governmental strategies, as well as in the management and design of governmental analyses, studies and programs. She is an active supporter of the institutional development of public administration in Romania through grants.
Loredana Radu - Coordinator (Partner)
Loredana, PhD, associate professor, is the Director of the Communication Department and of the Centre for EU Communication Studies of the College of Communication and Public Relations, SNSPA. Since 2016, she has been the academic coordinator of the Jean Monnet Module, "Patterns of Europeanization in Central and Eastern Europe" (2016-2019). She holds a PhD in Sociology (NUPSPA) and an MBA (CEU Business School). Loredana has vast experience in coordinating EU-funded projects and her fields of interest are Europeanization (the discursive/narrative construction of Europe), attitudes on Europe (for instance: euroscepticism, anti-Europenism, extremism, Europopulism), project management, evidence-based policy making, and development models.
Paul Dobrescu - Coordinator, Research (Partner)

Professor Paul Dobrescu, PhD, is the founder of the College of Communication and Public Relations, SNSPA. He was Rector of SNSPA (2008-2012). During his remarkable career, he has published numerous books and articles and coordinated the teaching and research activities in SNSPA. His most recent publications include: The Century of the Emerging World. Development with a Vengeance, Cambridge Scholars Publishing (2017), The Post-Crisis Crises: A World with No Compass and No Hegemon, Cambridge Scholars Publishing (2018), Les crises post-crise. Alina Bârgăoanu - Coordinator, institutional development/Coordinator, Facts&Figures

Alina Bârgăoanu, Professor and Dean of the College of Communication and Public Relations, SNSPA; Interim Rector (2012-2014).President of the European Institute of Romania; „EU Communication and the Public Sphere” Jean Monnet chair holder and academic coordinator of the Jean Monnet Modules “EU Communication and the Public Sphere” and “Communicating Europe. Lavinia Cornelia Butum - Contracts coordinator
A graduate of the Bucharest University of Economic Studies – Finance and Banking, Lavinia joined SNSPA in 2001. She is currently the Director of the Public Acquisitions Department. She has a 10-year experience in project management as a member of various management and implementation teams.
George Surugiu - Expert, Communication and PR (Applicant)
George Surugiu, born in 1975, is a high-ranking counsellor in the Department for Governmental Strategies, Secretariat-General of the Government, working in the field of governmental communication. A graduate of the Faculty of Journalism and Mass Communication, University of Bucharest, he holds a PhD in Political Science at SNSPA. He has gathered significant experience in the media, as the editor of foreign affairs departments of private TV channels. In mid-90s he participated in several OSCE missions in the Balkans, as a supervisor of Bosnia-Herzegovina elections and press officer and spokesperson in Kosovo, Serbia.
Ciprian Dumitru - Assistant Project manager
Ciprian Dumitru, born in 1976, is a high-ranking counsellor in the Department for Governmental Strategies, Secretariat-General of the Government, working in the field of institutional and governmental communication. A graduate of the Faculty of Political Science, Dimitrie Cantemir Christian University, Bucharest, he holds a Master’s degree in judicial psychology and social sciences from the Faculty of Psychology and Educational sciences, Babeș-Bolyai University, and a Master’s degree in criminology at the Faculty of Law, Alexandru Ioan Cuza Police Academy, Bucharest. Since 2001 he has been working for the Secretariat-General of the Government, gaining vast experience in institutional communication with various bodies of central public administration in Romania, among which the Ministry of Tourism, the Ministry of Regional Development, The Ministry of the Environment, the Ministry of Labour or the Chancellery of the Prime Minister.
Anca Goga - Expert, Internal Communication (Partner)

Anca Goga is the Communication Counsellor of the Rector of SNSPA. She is managing the communication strategy and the internal and external branding of SNSPA, the organisation of events, the press and online channels (the site, social media accounts, etc.)

Anca began her career in communication at the PR Office of the University of Bucharest, as a specialist in media relations. With her team, she was awarded the Golden Award for Excellence at 2010 PR Award. She joined SNSPA in 2012, where she established the communication channels and consolidated the brand of SNSPA.

With more than 10 years of experience in educational PR, Anca has been involved in launching and promoting activities in various European projects, ensuring their internal and external communication.

Loredana Ivan - Coordinator, Quantitative research

An associate professor, Loredana Ivan teaches: Interpersonal Communication and Nonverbal Communication – undergraduate level and Research Methods in Communication – MA level. She has contributed to Social Psychology and Nonverbal Communication manuals, together with professor Septimiu Chelcea. Since 2013 she has been an associate researcher at Interdisciplinary Internet Institute (IN3), Open University of Catalonia, Barcelona, Spain. She is part of the research program Mobile Technologies and (G)local Challenges (Mobtech) lead by Manuel Castells and Mireia Fernández-Ardèvol. She is part of the ACT international network – Ageing Communication Technology (http://actproject.ca/). Since 2014, Loredana Ivan has been MC from Romania to EU European Cooperation in Science and Technology, COST ACTION IS 1402 Ageism - a multi-national, interdisciplinary perspective.

Grigore Georgiu - Coordinator, Methodological design

Diana Maria Cismaru - Sociologist

Diana-Maria Cismaru holds a PhD in sociology. She is a Professor and Head of Public Relations Department at the College of Communication and Public Relations, SNSPA. She is the author or co-author of several books: Internal communication in organizations (2008), Public relations – cohesion and efficiency by communication (2011), The intelligent organization (2009), Innovation and organizational learning (2014). She has participated as an expert in several national and international research projects: Internationalization, equity and management for quality in higher education (POS-DRU, UEFISCDI, 2014), Scrutinizing the impact of CCS communication on general and local publics (ERA-NET, 2009-2010), Horizontal and vertical partnerships for increasing the access to higher education (POS-DRU, SNSPA, 2010-2013).

Nicoleta Corbu - Expert, Sociology of communication
Nicoleta Corbu is a Professor at the College of Communication and Public Relations, SNSPA. As an executive director, she is currently coordinating the Centre for Research in Communication. She holds a PhD in sociology; she is the recipient of a Fulbright grant in the United States (University of Georgia, 2008-2009), and was visiting professor at Florida Gulf Coast University (2012). She has published books in the field of: European studies, political communication, public policies in education. She has published more than 40 academic articles and book chapters.
Cristian Păun - Expert, Economic analyses/macroeconomy

Cristian Păun, PhD, Professor at the Bucharest University of Economic Studies, Faculty of International Business and Economics. Teaches International Finance, International Risk Management and International Project Finance. Holds a PhD on International Risk Management (ASE, 2005). Vice-Dean of the Faculty of International Business and Economics. Executive Director of Romanian Society for Economics. Former Director of Research Centre for International Business and Economics (2012-2016). He has been the director of a national research project on risk aversion in investment and a national project on economic crisis contagion in CEE. He has been involved in various research projects in ASE and Romanian Academy. He is a consultant in finance and risk management. A blogger since 2008 and an economic analyst for various media in Romania.

Bogdan Voicu - Expert, Quality of life
Bogdan Voicu holds a PhD in sociology and is a researcher at the Research Institute for Quality of Life, Romanian Academy, a professor at Lucian Blaga University in Sibiu, president of Romanian Quantitative Studies Association, member of the Romanian Group for Studying Social Values and principal investigator of Values Study and World Values Survey in Romania. His fields of expertise, proven by extensive publications, include: social change, social development, social values, quality of life, social capital, educational policies. He is a constant presence in the media and conducts analyses of public policies and programs evaluation. He is a consultant for: World Bank, UNDP, UNICEF, the Government of Romania, BERD. Cătălin Augustin Stoica - Expert, Statistical analyses
Cătălin Augustin Stoica is an Associate Professor of Sociology, within the Department of Sociology, Faculty of Political Sciences, SNSPA. He has a PhD in Sociology from Stanford University (2005). He also holds Master’s Degrees in Sociology from Stanford University and Central European University. Between 2007 and 2015, he was the General Manager of the Centre for Urban and Regional Sociology (CURS). His research interests are: methodology of social research; social stratification and inequalities; sociology of economic life; economic anthropology; quantitative methods; social movements; sociology of transition.
Valeriu Frunzaru - Expert, Sociology-Statistics
Valeriu Frunzaru is an Associate Professor at SNSPA, College of Communication and Public Relations. He has extensive teaching and research experience in the fields of employment, education, and social values (especially materialistic values). He has been a member of numerous research groups that investigate topics related to access and equity in higher education and students’ expectations with respect to higher education and labour market. Valeriu has a keen interest in the reshaping of the role of the university as a higher education institution continuously connected to the labour market and community needs.
Ioana Roxana Melenciuc - Expert, Security studies

Ioana Roxana Melenciuc is a Senior Lecturer at the Department of International Relations and European Integration, SNSPA. Her fields of expertise are: evaluation studies, evaluation of European programs and policies and research methods and techniques in social sciences. She has been involved in the management, evaluation and monitorization of numerous EU-funded research projects. She has a Master’s degree in the Evaluation of Public Programs and Policies at Complutense University of Madrid. She holds a PhD in Political Sciences at SNSPA. She is a member of the European Evaluation Society and of the Association for the Development of Evaluation in Romania. She has authored the book: The Emergence of a European Evaluation Culture and other academic articles and studies in the field.

Andrei Țăranu - Expert, Political sciences
Andrei Țăranu is an Associate professor at the Faculty of Political Sciences, SNSPA. He is the vice-dean of the Faculty and a renowned commentator and political analyst in Europe and Romania. He was a Fulbright Scholar at City University of New York and a visiting professor at Federico II Napoli University. He holds a Bologna Professor award from the National Alliance of Student Organizations (2009). He was the executive director of the political think-tank Popular Studies Institute. He has published extensively in the field of political sciences, his main research interest being political ideologies (and especially populism). He became a PhD advisor in 2014.
Corina Buzoianu - Expert, qualitative research / Communication Specialist, Facts&Figures

Corina Buzoianu is an Associate professor at the College of Communication and Public Relations, SNSPA, where she teaches: Imagology, Image analysis, Image crisis and Online crisis communication. Corina Daba-Buzoianu has a PhD in the epistemology of image and postdoctoral studies in qualitative research in communication. Her research focus includes qualitative research in communication, image studies and crisis communication. Since 2013, Corina Buzoianu has been involved in the organisation of the international conference Qualitative Research in Communication. Since 2012, she has been coordinating the Erasmus+ program in the College of Communication and Public Relations.

Oana Ștefăniță - Assistant, research
Oana Ștefăniță is an assistant lecturer at the College of Communication and Public Relations, SNSPA. Oana has a PhD in Communication Sciences. She was the beneficiary of a Fulbright scholarship for research at the James M. Cox Jr. Centre for International Mass Communication Training and Research, University of Georgia, USA (2014/2015). She is a researcher in the Media Studies Laboratory, Centre for Research in Communication.
Raluca Buturoiu - Assistant, research / Communication Specialist, Facts&Figures
Raluca Buturoiu is an assistant lecturer at the College of Communication and Public Relations, SNSPA. Raluca has a PhD in Communication Sciences and is a researcher in the Media Studies Laboratory, Centre for Research in Communication.
Sergiu Octavian Stan - Expert, Sustainable development
Sergiu Octavian STAN, Senior Lecturer, holds a PhD at the University of Bucharest and holds a Master’s degree from the Faculty of Management, ASE. He coordinates the Master’s Program in Programs and Investments Management at the Faculty of Management, SNSPA. He is the director for applied research of the Research Centre in Management and Leadership. He is also a consultant, with 20-year experience in the field of project implementation in the fields of: agriculture, environment, education and training.
Mălina Ciocea - Researcher, Translations

Mălina Ciocea is an associate professor at the College of Communication and Public Relations, SNSPA. She is a researcher in the Laboratory Communication, Discourse, Public Problems (CODIPO), Centre for Research in Communication. She has been an expert in numerous research projects and institutional development projects: Diaspora in the Romanian political-media sphere. From event to the media construction of public problems; The phenomenon of workforce migration and the formation of the diasporic public: impact on the public space and institutional practices; Competitive university education in the field of program management; Internationalization, equity and university management for competent higher education; Pupils’ learning style and temperament – instruments for creative education.

Expert, statistical modelling - Expert modelare
Veronica Dumitraşcu has been a researcher at the Institute of Sociology of the Romanian Academy since 2006. She holds a PhD at the Faculty of Sociology and Social Work, University of Bucharest (2011). She is the author, co-author or coordinator of several books and articles. She has been an expert in programs and projects for the development of rural communities (in socio-demographics and in evaluating risks – community vulnerability).
Marcela Postelnicu - Researcher, economist
Marcela Postelnicu is an expert in economic and social statistics at the National Institute of Statistics. She is a graduate of the Bucharest University of Economic Studies, Faculty of Finance. She has co-authored studies on economic statistics, and has participated in workshops organised by institutes of statistics in Germany, France, the Czech Republic, Italy, Eurostat and in national and international conferences. She has published articles in the Romanian Statistical Review and has co-authored two books (UNFPA Romania, Publishing House of the Romanian Academy).
Emanuel Ştefan Trică - Expert, demography/migration
Emanuel Ştefan Trică is an expert in demography and census, at the National Institute of Statistics. He has been involved as director in activities in the field of demographic statistics and the census in 1992, 2002 and 2011, coordinating the organisation, methodology and dissemination of information. He is a graduate of the Faculty of Economic Cybernetics of the Bucharest University of Economic Studies (1975). He holds a PhD in Demography, University of Bucharest. He has participated in workshops organised by institutes of statistics in France, Germany, Portugal, Slovenia, EUROSTAT and the United Nations.
Mirela Pîrvan - Coordinator, Analysis reports
Mirela Pîrvan is a PhD student at SNSPA, a graduate of the College of Communication and Public Relations, of an MA in Project Management and an MA in Political Communication. She is currently a researcher at the Centre for EU Communication Studies, the first Romanian academic cluster dedicated to public communication in European context. She has been involved in several research projects.
Dan Șelaru - IT coordinator
Dan Şelaru has been a researcher in the field of dynamical systems applied in celestial mechanics. As a mathematician, Dan has been involved in over 15 projects of research and development, financed from private or public funds, as a team member or coordinator. Along with academic research, Dan Şelaru has participated in private projects, involving the development and management of data bases.
Sorin Ionițescu - Network engineer / expert, reporting platform of the project
Sorin is an expert in IT and project management, with a 10-year experience. He is motivated to contribute to increasing people’s quality of life and welfare through innovation, technology and education.
Vasile Silviu Sărmășanu - Expert, databases

Vasile Silviu Sărmășanu has been a PHP developer since 2005. Throughout his activity, he has focused on developing personalized web solutions to meet clients’ demands. He has had to gather, classify, interpret information and implement the best feasible solutions to reach targets. He has worked in heterogenous programming and design teams where he has projected, implemented and optimized databases structures and the internal architecture of web applications flow.

Ion Roceanu - Expert, IT Security
Ion Roceanu is a Professor at the National Defence University Carol I, with a 20-year research experience in military sciences, intelligence and security. He has published extensively and has been a PhD advisor in the field Intelligence and Security since 2007. He was vice-rector for research (2012-2016). He is highly interested in the applicability of IT&C in the military field and in cyber security and e-learning. He has initiated and managed several research projects at national and international EU or NATO-funded projects.

Diana-Camelia Iancu - Expert, Public policies

Diana-Camelia Iancu is an Associate Professor at SNSPA. She has been the Dean of the Faculty of Public Administration since 2012. She holds a PhD in administrative sciences with a paper on the Europeanization of public administration in Romania (SNSPA, 2008) and has collaborated with the World Bank and OCDE in projects dedicated to administrative reform and public policies design in Romania and CEE. She was the coordinator of the Good Governance course at the Nijmegen School of Management, Radboud University, the Netherlands (2012-2016). She is co-chair of the Permanent Working Group PA Reform, NISPAcee, and a member of the Editorial board of Public Administration Review.

Florina Pînzaru - Expert, Microeconomics
Florina Pînzaru is currently the Dean of the Faculty of Management, SNSPA. She holds a PhD in International Business and Economics (ASE, 2007). She is a graduate of the College of Communication and Public Relations, SNSPA (2002) and International Business and Economics, ASE (2003). She is a graduate of Strategic Marketing Master’s program, ASE, 2007, and a Visiting Student at Sciences-Po Paris (2001-2002). She has marketing experience in the field of energy and has published numerous articles on economics and business administration in prestigious academic journals.
