This indicator shows how the defence budget is divided on major categories: personnel expenditures (includes pensions), infrastructure, equipment expenditures and other expenditures (teaching, maintenance, research, culture, international representation, etc.). ¾ of the total defence budget goes into personnel expenditures, which shows that the human resources are important, but also that the budget is insufficient for covering equipment needs. The high percentage of personnel expenditures does not mean that personnel is numerous and costly, but that the total budget is low. In recent years there has been a tendency to increase the percentages allocated to defence investment and infrastructure, retooling and increasing operational capability. Regarding personnel, compared to other NATO countries, the costs per capita are lower in Romania, which shows that both earnings and services for the personnel are at a minimum.
