This indicator measures GHG emissions covered by ESD (Effort Sharing Decision) legislation, and is calculated by deducting quantified emissions, emissions from international aviation and from international maritime transport. The data is collected for each country, since 2006, against the target set by each country. Total GHG emissions in ESD sectors represents a key indicator in EU 2020 Strategy. Most European countries have reached the target set in this strategy. Romania is among them, with a total 72.6 million tonnes of CO2-equivalents in 2016, almost three times lower than Poland and 6.5 lower than Germany. Developed countries that have not yet reached the target are developed, highly industrialized countries such as Germany, France, Belgium or Austria.
