This indicator shows the percentage of people who experience one of the three situations below:
• are at risk-of-poverty (their income is 60% of the national median income, after social transfers);
• live in households with low work intensity (households where adults aged 28-59 have worked 20% or less of their total work potential during the past year)
• are severally materially deprived persons and experience at least 4 out of 9 following deprivations items:
a) cannot afford to pay rent or utility bills in time
b) cannot keep home adequately warm
c) cannot face unexpected expenses
d) eat meat, fish or a protein equivalent every second day
e) cannot take a week holiday away from home
f) cannot own a car
g) cannot own a washing machine
h) cannot have a colour TV
i) cannot have a telephone.

In 2016, Romania had a 39% rate of people at risk of poverty or social exclusion, similar to the rates in Bulgaria, Serbia and Macedonia, the only countries with such high rates. The EU average was 24%.
