This indicator includes the research and development personnel employed in the following sectors: business enterprise, government sector, higher education sector and private non-profit (% of total labour force). The calculation of the measure is not based on head count, but on a conventional measure, full time equivalent, that is based on transforming part-time schedule in full-time schedule, taking into consideration the time allotted to the activity. This indicator is relevant for evaluating the size and importance of the innovation sector by showing the percentage of R&D personnel relative to the active labour force. In Romania, this percentage was 0.37 in 2016, three times lower than the EU average.
