The E-Government Development Index has been developed by the United Nations to assess the development of e-government, defined as the use of information technologies by the government to deliver information and public services to its people. The index is significant because it reflects the application of digital instruments to simplify processes in public administration (internally and in the interactions with citizens). The index is a weighted average of three secondary indexes: the online service index (based on ratings of central public administration websites), the telecommunication infrastructure index (5 indicators) and the human capital index (4 indicators). In 2016, Romania was last in Europe, with an index value of 0.561 (The UK was in the first place, at 0.919).
