Details:

The gross enrolment ratio shows the number of students enrolled in a given level of education, expressed as a percentage of the school-age population corresponding to the same level of education, and reflects the efficiency of the system in enrolling and keeping students in the system. Together with dropout rates and early leavers, the gross/net enrolment shows potential vulnerabilities in enrolling and maintaining school population in the system. The earliest the entrance and the longest the period students spend in the system, the highest the chance for building relevant abilities and competences; that is the reason why most European countries have positive evolution (a gross enrollment ratio of 95% for primary education, respectively 93% for lower secondary education is considered a low rate at European level). In 2015, in Romania, the gross enrolment rate was 89.7% for primary education, 92.8% for lower secondary education and 91.6% for secondary education.
