This indicator refers to the full population of national civil servants working in central public administration. This includes all administrative departments of the state and other central agencies with competences in the economic field, exclusive of other fields, such as: the military, law and order (police, prison guards, frontier guards), healthcare (doctors, nurses), education and research (teachers, researchers), religion, diplomats, magistrates.
The number has been constant over the last years, with little variation. In 2017 Romania had a very low number of civil servants in central public administration (relative to the size of the country and the population): 13.191, much smaller than Bulgaria (35.642) and Poland (22.119), although the number of civil servants in Poland has dropped approximately six times, due to massive restructuring in 2013.
