This indicator refers to the number of parties in Parliament and describes the state of affairs in Parliament, being a measure of the premises for its functioning. The indicator varies from 0 (total fractionalization) to 1 (total concentration, a single party in Parliament). In Romania, after the fall of communism, the Parliament that resulted from 1990 elections continued to be almost single-party (0.6 value for the Senate; 0.45 for the Chamber of Deputies). The 1992 elections led to a fragmented Parliament, but concentration grew constantly following subsequent elections, reaching similar values to 1990 values in 2012 (0.52 Senate, 0.47 Chamber of Deputies). Yet these values reflect electoral alliances as a whole. Concentration would decrease substantially if political parties forming the alliances would be taken into consideration, rather than alliances.
