The unemployment rate represents the percentage of unemployed persons relative to the active population. According to the International Labour Organization, unemployed persons are aged 15-74, and in the reference period fulfil simultaneously three conditions: 1. are out of work and do not develop an activity that produces revenue; 2. have actively sought work in the previous four weeks; 3. are available to begin working within the next fortnight, if they found a job immediately. The active population includes unemployed and employed persons. In 2017, Romania had a low unemployment rate among EU members. It is important to note that because of the definition, the unemployment rate can be low, even if the employment rate is low, as well.
