The indicator Early leavers from education and training shows the percentage of the population aged 18 to 24 having attained at most lower secondary education and not being involved in further education or training in the four weeks preceding the survey. It is measured annually, as a percentage of the population aged 18-24. This is a result indicator that is more revealing than dropout rates, because it shows the percentage of young people with a low level of education, who are at risk of poverty and social exclusion in the medium and long term. As a comparison, in most developed European countries, early leavers from education and training, 18-24 age group are under 10%, while in Romania this indicator has been increasing since 2009, reaching 18.5% in 2016. Public policies are implemented in Europe to drop the percentage for this indicator, which is one of the two most important indicators for education in Europe 2020 strategy.
