This indicator is calculated as percentage of tertiary education graduates in total population aged 30-34. Together with the share of early school leavers, tertiary educational attainment is one of the two indicators representative for education in Europe 2020. The indicator is measured annually, as percentage of total population in this age group. This is a result indicator, showing the increase of human capital (the qualified labor force, that can generate economic development and social well-being) in a region or country. The indicator focuses on the tertiary education graduates at an age when adults have generally completed their education. As a comparison, the desirable percentage is at least 40% for a developed European country. In 2016, Romania attained 25.6%, close to the target in Europe 2020.
